Before going ahead with any large-scale proposals, the Government must commission a Strategic Environmental Assessment (SEA) Report. This is a detailed study used to assess how large-scale proposals, such as new towns, could affect the environment and local communities. It looks at a wide range of factors including transport, flood risk, air quality, landscape, and overall sustainability.

Adlington’s transport infrastructure is fundamentally unsuited to supporting a new town of 50,000+ people without extraordinary and uncertain investment, and the evidence shows that the scale, cost, and dependency on uncommitted national schemes make such an outcome highly unlikely.

Building a New Town at Adlington presents clear and material risks to the capacity and effectiveness of emergency services. Ambulance, fire and police services serving the area already operate under pressure, and response times are highly sensitive to distance, road congestion and service demand. Significant population growth without corresponding emergency service provision would increase risk to public safety.
